All elements of SDO continue to achieve good progress in their design and development activities leading up to CDR. The Project is awaiting the Launch Vehicle selection planned for next week; this timely decision will enable the spacecraft mechanical design to proceed on schedule. The Project received surprise notification of HQ cancellation of the Mid-Range procurement vehicle. All of SDO’s many component procurements are Mid-Range, and the Project registered a protest with the HQ Program Executive about the lack of notice of this significant policy change. Our procurement organization is working to develop an alternative strategy that will minimize the schedule and workload impacts. The Weekly SDO Systems meeting covered initial accommodation study roundtable discussions for the Ka-Band RF Traveling Wave Tube Amplifier (TWTA), which is being considered as a possible backup option to the current in-house Ka-Band Transmitter development approach. While the baseline approach is currently making excellent progress in the breadboard design stage, the criticality of this function requires a possible backup option as a risk mitigation approach. Mike Powers, the Ka-Band Lead, presented a preliminary investigation of a potential implementation concepts in order to help bound the issues and constraints that Observatory subsystems will need to help investigate and address as part of fleshing out this backup option. A growing issue of concern to the parts and systems team is questions concerning internal fusing link failures in Actel FPGAs using MEC die. While anecdotal evidence exists on these failures, specific information concerning the nature of the failures and their linkage to specific programming algorithms and algorithm updates has been unavailable to date, making it difficult to determine the nature of the problem and how to proceed. Rich Katz/564, who is very involved with the investigations, has arranged a briefing on September 22, to discuss the current status and plans. A flurry of spacecraft procurement activities are progressing at this time. Evaluation of proposals is on-going for High Gain Antenna System Electrical Contact Ring assembly. The Propulsion System Propellant Tank, Main Engine, ACS Thrusters and Pressure Regulator procurements are all in proposal review. In addition, the Attitude Control System Reaction Wheels, Inertial Reference Unit and Star Tracker procurements are in proposal review. Responses were received from Request for Information for the ACS Digital Sun Sensor and the Propulsion System Fill and Drain Valves. With regard to our in-house avionics designs, efforts continued on a variety of breadboards. The C&DH S Com Breadboard completed assembly. The C&DH Ka Comm Breadboard was in fabrication. The C&DH Bulk Memory Card Breadboard and DC/DC Card Breadboard started fabrication. Testing continued on the PSE SDN Core Breadboard and PSE SDN ASD Breadboard. The first Technical Interchange Meeting was held at BAE for the Single Board Computer. The Flight Software PDR has been rescheduled to early October. The ground system is now formally documenting the various evaluation/test results between both TSI and IN-SNEC FEPs. The lead CTV test engineer has been brought into this process to both offer a third party opinion, and to gain equipment familiarization with these new hi-speed FEPs. A conflict in schedule with Building 14 FMD is being negotiated as the Implementation Manager attempts to resolve the 'facility need date' with the misunderstood 'design due date'. This is a three month disagreement. Evaluation of the ground station antenna RFP continues. The assembling of an Independent Technical Evaluation Board (ITEB) staff is almost complete with planned evaluators coming from Codes 400 (including WFF) and 500. This group with perform an additional and independent re-assessment of SDO's antenna vendor selection. Nominal progress continues in all areas of ground system development with no noteworthy issues or concerns. The four Planet Walk panels (provided by SDO in partnership with the Friends of Anne Arundel County Trails’ Planet Walk “museum” project) have been shipped and delivered. They will be installed next week, to ensure all is in place for the Grand Opening of the Planet Walk next Saturday. The Planet Walk grand opening will be held on Saturday September 18th at 10:30 am on the B&A Trail behind Harandale Plaza. This ceremony is open to the general public. Discussions are still going on with PAO to explore the possibility of putting up a version of the planet walk here at GSFC. Organization of the SDO E/PO workshop is underway. The workshop will be held in Boston on the 23 and 24th of September. It is being hosted by Ed DeLuca and Bruce Ward from AIA. The goal of this mini workshop is to get all SDO E/PO leads together to plan out E/PO activities for the next few years. HMI has established a schedule of internal Peer Reviews for their major components in preparation for CDR and has invited the Project to participate. The HMI Peer Review schedule has been published on the SDO MIS website. Thermal cycle testing on the Hollow Core Motors life test motors begins this week. The Housekeeping Data Acquisition and ISS Limb Tracker Controller boards are currently in fabrication. Start-Up-ROM (SUROM) testing has been completed and the report is available. After successful testing last week, the flight HMI/AIA SUROM code was delivered to BAE for burning into the flight PROMS on the processor board. The LMSAL development effort for the Structural Model continues on-track for completion of all drawings by the end of September. An internal review of the proposed upgrade and layout of the AIA I&T cleanroom was also completed. Progress continues with AIA prototype mechanism development where the aperture selector successfully completed functional testing; shutter testing is expected to also be completed this week.
