all of which was immediately allocated. Additional funding is required mid-month in order to avoid schedule impacts. NASA Headquarters and Center Management are aware of SDO’s requirements but have been unable to commit to a timely delivery of funding or to project availability. The SDO Project Master Schedule has been modified to take into account the current state of Project activities. The new schedule recognizes a more mature Observatory I&T plan, accommodates the AIA instrument delivery date, and provides a reasonable schedule baseline for use in subsystem, instrument, and mission CDR’s. This schedule preserves six and one-half months of schedule reserve and adheres to the Project’s often-presented “Reserve Release Plan”. Note: the Mission CDR date of April 5-7, 2005, remains unchanged, as do the subsystem and instrument Peer Review/CDR dates. The Project Monthlies will be held next week. Each spacecraft subsystem will present budget and schedule status, and discuss technical issues. The Ground System Monthly, a similar in-depth look at each of the Ground System subsystems, will also take place next week. The HMI Instrument CDR will be held the week after next (November 16-17) in Palo Alto. Substantial attendance by GSFC SDO team members and, of course, the Code 300 Review Team is planned. It’s the event of the month, eclipsing even the GSFC QSR (at least for SDO folks). Detailed Reports: SDO Project Management met with the SAO team during a visit to their Cambridge, MA facilities for a general programmatic review, including technical discussions on the proposed new SiC/Mg coating for one of the AIA channels. Investigations into failure of one set of SiC/Mg coatings (non-AIA) indicates that the substrates used may not have been properly cleaned prior to coating. Further testing will be carried out on new, cleaned substrates prior to AIA CDR. The Project commended the SAO team for their timely procurements of the long-lead telescope items so quickly after the Project was able to get the AIA C/D/E contract in place. A risk was noted in the proposed facilities move at the end of next year; SAO agreed to work a backup plan (in the event of construction delays in the new facilities) and share it with LMSAL and the Project. The weekly SDO Systems teammeeting addressed the topic of data loss issues related to the use of EEPROMs, an issue that recently surfaced on the STEREO project. The available information on this issue was presented to the SDO team, followed by a roundtable discussion focusing on what is known about the problem as well as the possible effects and mitigations for the SDO design implementation. Actions were given to the SDO team to further investigate and address this issue. In addition, the Project Management team and SDO SAM will coordinate efforts to increase Code 300 and the GSFC parts branch involvement in investigating and addressing this emerging issue. The AIA development effort continue to progress as the demonstration model, back illuminated CCDs have arrived in the United States and are clearing customs on their way to LMSAL. The structural bond test tube and flanges have been tacked together at COI and will be bonded shortly in preparation for pull testing. Delivery of Structural Model components continue to be closely tracked as preparations for the SM assembly effort continue with a focus on completing assembly drawings and shop orders. EVE is presenting Peer reviews this week of their Ground Software/Instrument Operations and the EVE Science Processing Operations Center. GSFC is supporting the reviews as external reviewers. Additional CDR Peer reviews will be held this month. The EVE electronics continue to be the schedule critical path. Breadboards are being populated and test will begin on several boards later this month. MIT is processing CCDs using the MBE passivation process. An ETU filter failure was reported by EVE. Thermal stresses caused one test filter to tear per a report submitted by the team. A new filter assembly process will be used to reduce the stresses at temperature and units are to be completely re-tested and qualified. The project received funding from headquarters this week and is in the process of sending HMI an incremental funding increase to cover the program through the end of November 2004. The HMI team has completed a set of internal draft charts for the Critical Design Review (CDR), and is in the process of reviewing the charts and conducting internal dry runs to prepare for the CDR. The camera interface brassboard has completed a design review and is in layout, and the Spacewire breadboard is in assembly. The HMI Structural Model (SM) structure has arrived at LMSAL from Vision Composites along with the legs, and assembly has started on the overall structural model. Hollow Core Motor (HCM) test is running smoothly and the movements are at 3.225 million. All five element of the Lyot filter have been assembled without the polarizer and the Lyot is being analyzed. The Image Stabilization System (ISS) and Beam Distribution System (BDS) beamsplitters are being coated, and the blanks are being finished. LMSAL is completing the test camera configuration used to test and characterize the e2v CCDs at LMSAL. The test camera will be taking initial images in thermal vacuum this week. The ground system received it first 'third-party' test report from the GSFC Compatibility Test Section on the INSNEC vs TSI FEP comparisons; results are being evaluated at this time. Action Items from the SOC meeting last week have been distributed. Detailed requirements analysis is in full swing as ground system elements specify the functionality of the (Data Distribution System) DDS and (SDO Ground Station) SDOGS Interface Manager (DSIM) required to serve Mission Operations Center flight operations team personnel. The DSIM is the telemetry unit that will send back all telemetry data from the White Sands Facility's DDS and antenna systems. Also, the Honeywell MOM has made interviewing for spacecraft I&T conductors the priority of the week. Spacecraft procurement activities continue to progress. The Coarse Sun Sensor procurement was awarded to Adcole. Pre-solicitation notices were released for the Propulsion System Fill & Drain Valves, Check Valves, Latch Valves and the S-Band Transponder. A RFI was released for the Propulsion System Pyro Valve. The Attitude Control System Reaction Wheel, Inertial Reference Unit, and Star Tracker procurements are in proposal review. The Propulsion System Helium Tank proposals were received and are being reviewed. The HGA RF Rotary Joint proposals were also received and are being reviewed. With regard to our in-house avionics and development units, efforts continued. The Low Power Switching Card (LPSC) ETU and two PCC ETU boards were delivered for testing.The C&DH DC/DC Card Breadboard was in assembly. Testing of the C&DH Ka Comm Breadboard, Bulk Memory Card Breadboard, C&DH S-Com ASD Breadboard and SDN Core Breadboard continued. The PSE Solar Array Module, Output Module, Battery Module and Deployment Module Breadboards were all in layout. The PSE Backplane delivery is still being delayed due to an issue with registering the Hypertronics cPCI connectors (connectors have internal movement characteristics such that connector placement could be off significantly for mating); a placement fixture to resolve this issue is being worked. The GCE ASD Breadboard was functionally tested with SDN, GIC and GSE with diagnostics. A Manufacturing review is planned for the Ka-Band Transmitter development. SDO’s Reliability Engineers are considering the reliability of the current cross-strapped S-Band RF Subsystem design, which has a potential single point failure (output register on S-Comm SDN B), versus a block redundant system that would eliminate the single point failure, versus a cross-strapped design with relays added to the transmitters that would also eliminate the single point failure.
